Imo Government Orders End to Open Grazing by July 24, Appoints New Herders’ Leader

The Imo State Government has directed all herders across the state to cease open grazing by July 24, 2025, in a bid to promote peaceful coexistence and protect public order.
Commissioner for Livestock Development, Dr. Anthony Mgbeahurike, made the announcement during a stakeholders’ meeting with cattle breeders and herders in Owerri.
He highlighted the government’s efforts to support herders in the past, including free cattle vaccination against anthrax, but said the era of uncontrolled livestock movement must come to an end.
“We can no longer tolerate unchecked roaming of livestock which disrupts urban life and causes tension,” he stated.
Dr. Mgbeahurike urged herders to avoid destroying farmlands and to compensate farmers promptly if damage occurs. He also announced the official appointment of Alhaji Shuaibu as the new leader of herders in Imo State, charging him with the task of enforcing the new directive.
In response, Alhaji Shuaibu expressed appreciation for the government’s support and acknowledged the concerns over open grazing.
“We are committed to cooperating with the government,” he said. “We will inform all herders about this directive and work to uphold peace, order, and hygiene in our communities. We also commend Governor Hope Uzodimma’s inclusive leadership.”
The government warned that enforcement of the policy will begin immediately after the deadline, urging full compliance from all stakeholders for the sake of lasting peace and development.
